Lagos, Nigeria – In what can only be described as a brazen scheme to defraud unsuspecting electricity consumers, distribution companies (Discos) in Lagos are allegedly forcing customers to pay for meter replacements under dubious circumstances, despite clear directives from the Nigerian Electricity Regulatory Commission (NERC) stating otherwise.
The fraudulent tactic, masked as a “meter upgrade” initiative, has left thousands of Lagos residents bewildered, frustrated, and financially exploited. Worse yet, many who complied with these unlawful demands are now trapped in a vicious cycle of estimated billing, despite having fully functional meters.
The Deceptive Public Notice: A Smokescreen for Fraud?
A recent notice circulating online warns Lagos electricity consumers about the illegal meter replacement scheme being pushed by Discos. The advisory, which references NERC’s regulations, states:
- No Immediate Meter Replacement? No Access! – If a Disco representative arrives at your premises without a new meter and installation materials, DO NOT grant them access. Replacement must happen the same day—no excuses.
- Functional Meters = FREE Replacement – If your meter is still working but the Disco claims it is “obsolete,” they must bear ALL costs for the replacement. Charging consumers for this is illegal under NERC’s directive.
- If You Were Scammed, Demand Credit! – If you’ve already paid for a new meter despite having a functional one, that money must be converted into electricity credit on your new meter.
Yet, Discos are blatantly ignoring these rules, leaving customers to suffer.
Victims Speak Out: “They Took My Money and Left Me in Darkness”
Several Lagos residents shared their harrowing experiences with Ikeja Electric and EKEDC, revealing a disturbing pattern of deceit:
- Mr. Adebayo (Ikeja): “They came saying my meter was outdated and demanded ₦50,000 for a new one. I paid, but they removed my old meter and left me without power for three weeks. When I complained, they said I had to wait for ‘supply availability.’ Now, I’m back on estimated billing!”
- Mrs. Chukwu (Lekki): “EKEDC officials insisted I pay ₦75,000 for a ‘smart meter6 upgrade.’ When I refused, they disconnected my light. I reported to NERC, but nothing has been done.”
- Engr. Olatunji (Surulere). “This is pure extortion. My meter was working perfectly, yet they forced me to pay. When I demanded my credit, they said ‘the system doesn’t allow it.’ Who is fooling who?”
NERC’s Directive vs. Disco’s Lawlessness
NERC’s Metering Code and MAP Regulations explicitly state:
- If a Disco initiates a meter replacement (due to obsolescence or upgrade), the consumer must NOT bear any cost.
- No removal of a working meter without immediate replacement.
- Estimated billing is prohibited once a meter is installed.
Yet, Discos are violating all three rules with impunity.
The Big Question: Who Is Protecting the Consumers?
Despite NERC’s regulations, enforcement remains weak. Many victims report that complaints to NERC’s forum offices are either ignored or met with endless bureaucracy. Meanwhile, Discos continue their predatory tactics, knowing there will be no consequences.
What You Must Do If You’re a Victim
- REFUSE ILLEGAL CHARGES – If your meter is functional, do not pay for a replacement.
- RECORD & REPORT – Document all interactions with Disco officials. Report violations to NERC via complaints@nerc.gov.ng.
- DEMAND CREDIT IF SCAMMED – If you were forced to pay, insist on having the amount converted to energy credit.
- SPREAD AWARENESS – Many Lagosians are unaware of their rights. Share this information widely. Enough Is Enough!
This is not just about meters; it’s about corporate impunity, regulatory failure, and the systematic exploitation of Nigerians who are already burdened by erratic power supply.
